Our mission is to make Windsor Woods one of the most desirable neighborhoods in Fort Wayne by fostering a safe, friendly, and welcoming community. We work to protect and enhance property values, support a positive neighborhood culture, and ensure that Windsor Woods remains a place residents are proud to call home.

CJ Stoltie – President
CJ has called Windsor Woods home for the past 10 years, living here with his wife, Stephanie, and their youngest son. They have four children and one granddaughter, all living in Indiana.
CJ served in the U.S. Army for 24 years, including 2½ years deployed overseas, and lived in six different states during his service. He retired in 2015 as a Senior Non-Commissioned Officer and returned to Indiana to be closer to family. Originally from California, he joined the Army here after high school.
He now works for Summit Brands as the Corporate Distribution and Logistics Manager. CJ previously served on the Windsor Woods HOA Board but stepped away due to family and work commitments. He’s glad to return and work with a board committed to meaningful progress.
His focus is helping the HOA regain momentum and strengthen Windsor Woods as a family-friendly neighborhood with improvements that reflect the needs of all homeowners.

Joni Kapocius – Vice President
Joni is proud to serve on the Windsor Woods HOA Board. She and her husband, Bryan, recently married and share a blended family with three children who keep them active and rooted in the value of a strong community.
Joni has spent the past nine years in the health care industry, where her focus on helping people has shaped her approach to both work and life. Her background includes a variety of roles and experiences, and she brings compassion, patience, and purpose to every responsibility she takes on.
She has served on several nonprofit boards and enjoys contributing organization, positive energy, and a collaborative mindset. Joni is committed to helping Windsor Woods remain a safe, welcoming, and well-connected neighborhood where residents feel informed and valued.

Bryan Kapocius – Secretary
Bryan has been part of the Windsor Woods community since 2016, where he lives with his wife, Joni, and their three children. He holds an MBA from Indiana Wesleyan University and has served 18 years with the Indiana Air National Guard, where he works as an Inspector General. His background in leadership and public service has shaped his sense of responsibility and community involvement.
Bryan owns Kapocius Family Insurance in Fort Wayne, where he focuses on supporting families through dependable service and clear guidance. As he joins the Windsor Woods HOA Board, he looks forward to contributing his experience to help maintain and strengthen the neighborhood his family is proud to call home.
Outside of work, Bryan enjoys beach walks with Joni, garage beers with the guys, and reclaiming his title as the neighborhood’s top Hot Dog House for Halloween 2026.

Jared Lencke – Board Member
Jared and his family have lived in Windsor Woods since 2015, and he is looking forward to serving on the HOA Board for the 2026 term. He and his wife, Grace, have been together for 16 years and married for 13. They have two children and also remember their first son, Jaxson, who passed away shortly after birth. Their dog, Bella, is well known throughout the neighborhood and rarely goes a day without visitors.
Jared works in sales at Bushey’s Windows and Doors, where he has helped more than 25 neighbors with projects in their homes. His career has taken him from boat and exotic-car sales to earlier service as a firefighter/EMT and EMT in the Lutheran Hospital Emergency Department.
He enjoys sports cars, movies, Purdue basketball, grilling, yard work, and being outdoors, but nothing matters more to him than time with his family.

Ben Gregory – Board Member
Ben has lived in Windsor Woods since 2010. He and his wife enjoy the neighborhood’s walkability, community feel, and proximity to Fort Wayne’s best amenities. Their son is a Carroll High School graduate and now a senior at Purdue.
Ben is the founder of a strategy consultancy and spent 16 years at Brand Innovation Group, most recently as VP of Strategy. He has served on multiple nonprofit boards, including nine years with the Fort Wayne Rescue Mission, and currently serves on the YMCA’s Christian Emphasis Committee.
You’ll often see him walking his dog, Havana. Ben joined the HOA board because he believes Windsor Woods can raise the bar for safety, communication, and long-term property value.

Ryan Houser – Board Member
Ryan has been a resident of Windsor Woods for the past 12 years, where she lives with her family and is an actively involved mother of four. Her strong commitment to family and community shapes how she approaches service and leadership.
Professionally, Ryan co-owns a local fundraising company, where she builds community connections and supports teams, organizations, and causes across the area. Her work centers on relationships, coordination, and bringing people together around shared goals.
Ryan is passionate about neighborhood engagement and is committed to serving on the Windsor Woods HOA Board. Her focus includes strengthening community spirit through neighborhood events, improving communication, and supporting timely, transparent decision-making. She believes these elements are essential to building trust and keeping the neighborhood connected.
Ryan brings a proactive, people-first mindset to the board and is dedicated to helping Windsor Woods remain a vibrant, welcoming place for families and neighbors alike.

Stephanie Dickmeyer – Board Member
Stephanie first moved into Windsor Woods in 2009. Even after relocating for several years, the neighborhood always felt like home, and she returned in 2019 for the sense of community she couldn’t find anywhere else. She and her three boys — now 21, 19, and 17 — keep a lively household full of noise, food, and surprises.
Stephanie has spent 26 years with Parkview Health and currently manages a pharmacy program focused on compliance, governance, and meeting complex regulatory requirements. She brings an energetic, hands-on approach to her work and tends to dive into projects with clarity and momentum.
She joined the HOA Board to help strengthen communication, organization, and follow-through across the neighborhood. Stephanie believes these elements are essential to moving Windsor Woods forward.
Outside of work, she’s usually in the yard, where she finds her reset. She’s grateful for the chance to serve and help support a more coordinated, transparent future for the community.
Windsor Woods was built in 7 sections over a period of time. The first five sections each had their own specific covenant.
Windsor Woods was platted and developed in 7 separate sections. Each time a new section was developed, a new Plat and Covenants were recorded. The Covenants have been amended from time to time to keep the full neighborhood under similar covenants. The sections and ordered have changed from time to time. Each section has “DEDICATION, PROTECTIVE RESTRICTIONS, COVENANTS, LIMITATIONS, EASEMENTS AND APPROVALS”. This document will try to succinctly summarize the covenants for general consumption.
Generalized Summary of Covenants
1. Lot shall have a detached, single-family dwelling for residential purposes. Must have 2 car garage and cannot exceed 2.5 stories.
2. Easements for the installation and maintenance of utilities and drainage exist as shown on plats and on the rear 7’ of every lot (if not platted as larger).
“The removal of any obstruction by any utility shall in no way obligate the utility in
damages or to restore the obstruction.”
3. “No structure of a temporary character. trailer, boat, boat trailer, camper or camping trailer, basement, tent, shack, garage, barn or other outbuilding shall be either used or located on any lot at any time or used as a residence, either temporarily or permanently.”
No separate sheds or outbuildings allowed.
No trailers, boats, RVs etc. (unless stored inside garage)
4. No ATV, snowmobile, golf cart, moped, or any other motorized vehicle shall be operated in any area of the Subdivision except for the lawful operation of licensed motor vehicles within the streets. No motorized watercraft or vehicle shall be permitted on the lake.
5. No Signs except for sale/rent signs.
6. No livestock, poultry, or animals except household pets.
7. No wells or septic.
8. Architectural control committee established to review building/lot changes.
9. No Chain Link Fence (County ordinance only up to 8’ in height)
10. No Above-ground Pools that exceed 18” in height.
11. Trash/Recycle containers shall be located in garage or shall be fully screened from public view.
Fort Wayne City and/or Allen County Code (Good Neighbors)
1. Grass shall not exceed 9”.
2. Sidewalks:
Shovel snow on sidewalks on your lot. (Every street has a bus stop)
Do not let the sidewalk fall into disrepair.
3. Vehicles shall be registered and plated to be on the street or in the driveway.
(Project vehicles can be in garage)
4. Noise Ordinance
Lawn equipment, power tools: 7am – 9pm allowed.
Music/PA: 7am – 10pm allowed.
5. Don’t have bright lights shining into your neighbor’s residence.
6. Pools
Draining pool requires zero chlorine level and no chemicals added for 1 week.
Pool drainage shall not leave your property.
